Turbo boost

I bought a new 2025 WRX and I cant get the boost over 10psi with different driving conditions. I believe its good for 15psi. What is the sweet spot condition?
 
The stock tuning seems to be balanced for drive-ability and thus low rpm boost - this would include all the parts in the chain not just the turbo. Find a reputable tuner that knows the whole chain.
