Timing Chain 3.6r Outback

My 2012 Outback 3.6 will not pass Illinois emissions. The codes show it's most likely a timing chain issue and a mechanic agress. Has anyone else had this experience? Most important does anyone in the Chicago area know of a mechanic who can do this? With the amount of miles, leaking roof, tire replacement and eventual front end work needing done I don't want to spend the $2,500 to $3,000 I was quoted. It would be hard to sell in this condition and the repairs might exceed the value of the car. Basically looking for a at home guy to do this. It's my second car and like it for camping, skiing, lumber and Home Depot runs.
