Says emissions leak

So I’ve learned that if I drive at 70+ for maybe five miles I then get the check engine and cruise control light blinking at me. I scan it and says small emissions leak. Anyone know what would make that? Also it’s running and sounds like it’s continuously trying to turn something on while I’m driving and then the same noise when I turn it off. I can fix whatever it is but diagnosing I can’t do to save my life. Oh whoops. It’s a 2006 Forester. Sorry about that. Haha. Ty on who has some insight answers
