Power Steering Noisy - 2000 Outback

The power steering on my 2000 Outback makes a groaning noise at idle and when the steering wheel is relaxed. The noise goes away as the wheel is turned. Has any one else experience this ?

Maybe it's the belt ? Check the fluid level too.
