Hello, need some advice or guidance.
I have a 2005 subaru forester equipped with anti-theft system (see the pic attached) with one button in key. Has anyone had issues with this setup?
Both keys are not responding and the 4 digit code can start the car but isn't always doing so.

Have you checked the battery and connections in the fob? Those fobs are dirt cheap online.

Changed batteries. Had a guy with computers come out and he struggled for 4h trying to reset and get it going.. he got it as far as to start the engine but once he turned the car off the alarm started up again and needed to go through the entire process again... which didn't always work.. I realise that it might be best to remove this system and just have no anti-theft system on it, does anyone know of a garage that would do that in Surrey area, or I need to talk to the dealer?

The alarm system can be very annoying! I am not sure what is going on with your car. Maybe this video will help:
Funny story:
I bought a 2002 Subaru Outback and the first time the alarm went off was in a parking lot. The horn started honking loudly, lights flashing --and it woke up the homeless poeple in a tent. They started screaming, turn it off, turn it off! I'm trying, I'm trying, but no luck.
We couldn't turn it off because I had bought the car at an auction and the key had no buttons on it.
People started trying to help by searching the Internet on their cellphones, but we finally learned that if one turns the key on and off within a certain amount of time, like just a few seconds, then it will turn off the alarm.
Then we bought a FOB and in the small print it said, Does NOT work on Subaru!
So it is still a mystery to me, Good Luck!
