ISO Mechanic for 04 Outback Headgasket replacement - Louisville, KY area

Hi everyone. My parents live in the outskirts of Louisville, KY and have a 04 Outback that is using a quart of oil a week after their mechanic performed a rebuild when the timing belt broke. Heads have been rebuilt, or so they were told, and other than the oil consumption, it is running again. I live several hundred miles away and have discussed it with coworkers that know the engine well enough to explain exactly the mistake the mechanic made when installing the head gaskets.
