I have a 2019 forester with 130k, purchased it with 100k. Do not know if the transmission has ever been drained amd filled or not. The dealer that I purchased the car from wants $425 to do a drain and fill service. They said a relearn of the CVT id needed. Sounded weird to me when they are just replacing some fluid. What's everyone's thoughts

You are Lucky that he did not ALSO want to Re-Program the TPMS Units in the Tires ..... !!!!!

Or, check your Spare Tire remaining Tread for a Couple Hundred Dollars MORE !!!!!

I doubt that a re-learn is necessary. Likely just a dealer up-sell. That might be a bit pricey for just a drain and fill. It would be time well spent to try to find an independent shop in the area that is qualified for Subaru. Get references if possible. Every shop says that they can do it all. :)
