Hood won't stay closed

The hood on my '99 Subaru Legacy won't close tight. You can't open it
without moving the release tab on the hood, but it won't "lock down".
Driving at 60mph on the hghwy, it bounces up and down a bit. Is there any
danger of it coming loose and flying open?

Yeah, it could overcome the safety latch if you get hit by a wind from
the wrong direction while tooling along at freeway speeds. Why not
just fix the hood latching issue?

YES! This happened to me once, take my experience to heart you do NOT want
that to happen. Hood flew up on route 95 and it is not fun trying to pull
off the highway without any front vision. Luckily I noticed the hood
bouncing up and down just before it flew up so it wasn't a complete
surprise. No one was too close so I could pull off to beat the thing back
down but my entire windshield was completely shattered. The hinges only go
back so far and the hood bent the rest of the way, bent back so much the
hood has dents where those hinges are and where it slammed into the roof
above the windshield. Both fenders are scratched where those hinges are.

If anyone were around me when that happened there would have been a major
accident.
Every time I close my hood I pull up on the thing up to make sure it is
secured.
 
I had this same problem last year. You likely have got some water in your
cable or latch mechanism that has frozen and prevents the latch from moving
properly. Get it warmed up, use a hair dryer if you have to, and then lube
it up with some WD40.
 
I am a Salesperson for Subaru,:

If the latch is closed and the hood jiggles up and down/vibrates, there are
two leveling bushings, one on each side of the front end. Rotate them
counterclockwise and they will expand. This will fix the problem.

I am a tech for Subaru Can. and its the levelers. They are not putting
enough pressure on the hood latch.
