Hello, I have super high nox emission and I have no clue what i'm doing. (2005 subaru legacy 2.5 GT Limited Sedan 4d) (179853 miles)

I stupidly bought a car to get from home, work, and school but it has no emissions done in the state of colorado. Here you can have a limit of 1.5000 nox emission my car is at about 3.7084. I really like this car and I don't want to get rid of it but I also don't want to spend a fortune to get it fixed. Is there any suggestions or help for someone in this situation.

I'm guessing no check engine light.
A thorough scan on the OBD2 might shed light.

I'm guessing cats are kaput.
Try a fuel additive and run it for a tankfull, see if the cheap method works.

what is the average reading for CO and HC versus what is allowed?

EGR and rate of timing advance
If there is no EGR valve (or not opening far enough) (small orifice) and the combustion / exhaust gets too hot, NOx forms
The rate of timing advance affects it too

do not exactly know what your prob is, but:
Most emissions probs come from leaking header/exhaust. just a pinhole will kill the emission levels.
check this before starting to change parts.
