Driving Lights Mounting Position

I'm looking at installing driving lights to supplement the OEM headlights in
my 98 Outback Wagon. I've settled on either Hella FF 50 or Hella FF Micro
lamps as the best-fitting solution, considering both lamp size and beam
pattern. With either of these, I have the option of mounting:

1. inside the front bumper, on either side of the license plate; or

2. on top of the bumper, in front of the grille.

It seems logical that the higher mounting would provide better lighting, but
the exposed position might increase the risk of damage or theft of the
lamps. The inside position protects the lamps better but puts the beams
about 12 inches lower down.

What is the better alternative here?

Be prepared for everyone to yammer on about the laws in your city,
bla-bla-bla

For driving lights (and fogs for that matter) I prefer to have them closer
to the road. Not only do you get added lighting but also a better view of
the contour of the road.
Of course, the lower the lamps, the more straight the beam is ahead and you
will certainly blind any oncoming traffic, plus the probability of damage.

I tend to stay away from the front of the grill so as not to restrict the
airflow through the radiators.
 
My last car was an 98 outback, I mountet Hella 1000FF (17,5), same zize as
orginal fog-lamps, and it was a perfect match. 100w halogen lamp give a wide
and medium range light.

Mountet on top off bumper whit, spesial mounting kit to legacy from hella.
