Cruise control activates if I fool with control level long enough

Hello. The cruise control on our Subaru 2002 Outback Legacy (automatic transmission) does not readily activate when we try to set it at any speed. We have to push down repeatedly on the level and if we do that long enough (couple minutes) it'll decide to kick in. Sometimes just holding the lever in the SET position causes it to eventually kick in. Either way, my wife thinks the car has to be warmed up before even those workarounds will work; me, I'm not so sure.

I'm thinking the steering wheel control unit may need attention/replacement. Does that sound likely? If so maybe I'll try to get in there with some electrical cleaner.
 
Sounds like the switch may be the problem.
If it's a 2020 it should be under warranty.
Let the dealer fix it for free.
