Code 13 NO START!

I need help…

2000 subaru legacy, cranks over but no start, timing is okay. It’s getting fuel to the injectors
But wont cough or splutter
Dash shows code 13

Iv replaced both crank and cam sensors but still no start

Now that the replacement parts are mentioned, identify the engine if it is stock and transmission type.
Check the signals to both the cam and crank sensors at the ECM.
You can measure the connection between the ECM and sensors with a schematic and multi-meter.
An oscilloscope will also measure cam / crank correlation.
Test and make sure all the ground straps are connected and not rotten from battery negative and also between the body and engine / transmission.
