CHEAP: Wheel & Tire 2012 Impreza Sport

Handing down our 2012 Subaru Impreza Sport to our daughter who is:
1) living in Maine --- snow followed by snow with crappy roads, frost heaves and potholes
2) quite poor so not really able to buy expensive 17" low profile tires when the time comes

What is the cheapest thing I can swap out the 17X7 rims and the P205/50R17 tires with.

I'd like to find some steel rims (maybe in 15 or 16) and some basic true all weather tires.

PLEASE be as specific as you can down to links to, "I'd buy these."

Honestly I get confused with so many different sizes, widths, etc...

Contact Tire Rack. It is a local company here but sells nationally on the web. Huge selection and good advice from their store. I jumped in because I recommend you stay away from steel wheels. You will notice that they are rare as hen's teeth for good reason - most of them are out of round.
