CEL codes, p0301 and p0302 won’t go away

What I’ve tried so far:
New spark plugs
New spark plugs wires
New coil
New valve gasket
New head gasket
Symptoms:
When idling the car sounds fine and there is no engine rattle.
When driving I am getting a small loss of power at low rpms and getting sort of a lawnmower/ helicopter sound. in higher RPM the car sounds fine and drives normal.
