awd will not engage

I have a 1998 right hand drive awd subaru legacy. The awd will not engage.
The front right wheel is the only one that engages. I have changed the
fuse, that was not the problem.

Um....That is the problem. I the light on the dash lit with "FWD"?
Remove the fuse
