All warning lights are on

I have a 90 Legacy SW AWD 2.2L AT.

The battery icon light, AT oil Temp, Brake, and stop lamps started to
flicker, then stay on at low speed, like at a stop. Then they go out,
while still stopped, then started to come on at higher speeds, etc.

This is similar to a post by Vanguard back in 2004. Their fix was a
new alternator.

However, mine is a couple of months old, shows no signs of overheating,
and runs at 14 volts.

Also, the green power light has started to flash 8 secs at some
startups, not all.

Any suggestions?

I plan to try to pull some codes for the ecu and tcu. Any sugestions
of what to check and what the details are would be a help, too!

Regards,
Bej

Bad ground, maybe?

Check all the ground straps you can find and make sure they are not
corroded. You can also try to bridge the grounds for diagnostics
purposes by using a booster cable. Use the negative side only (let the
positive dangle) and bridge between all grounds you can think of
(battery > chassis > engine > dash board metal brackets, etc).

If the lights start behaving normally when a particular bridge has been
made, you've got yourself a clue as to which connection is bad.

Have you tried playing with the ignition switch? Maybe it isn't
returning back to its Run position after popping off the Start
position when you start the car.

Have you tried disconnecting the battery (positive terminal) for about
10 minutes to reset the computer? I don't think it takes longer than
that.
