Ac not working

I have a 2012 Subaru Legacy and the ac is blowing hot air, the compressor is always engaged with the engine even when engine off, this is the second compressor put on
When Freon is added it does not cycle and the low and high side are the same, got them up to 45, o rings replaced and xbt anyone have any ideas of what it could be?
 
This is a broad question to answer. A few thoughts. Is the cabin filter clean? When you evacuated the refrigerant, how much did you recover? How did you recharge the system? With a 12 oz./disposable can of refrigerant or with a refrigerant charge machine? Why prompted you to replace the first compressor? Was the clutch burnt or did the compressor seize? Does the engine cooling fan run? Was 45 (degrees?) constant all the time? How about when at idle or when driving?

Although I cannot give a solid diagnosis to the question, these are some thought starters in the diagnosis process.
