On 2008 outback error code said right rear sensor not working. Replaced sensor with genuine subaru part. Next used OBD 2 too scan for codes and it said no codes found. The problem is the ABS light is still showing on the dash and my ABS brakes still not working.

If your scan tool has the option for live data, driving the car on a straight road should display all four wheel speed sensor readings / RPM or Km/h. If not, the measurement should be done at the ABS controller. A wiring schematic is required to back probe the wiring. A back probe needle is required and do not damage the harness or connection.
Another possibility is reluctor ring damage.
