'98 Legacy Wagon GT - Trying to check Fuse #22

Hello,

My power antenna is not working and I wanted to check a few fuses as
the first step but actually don't know how to find the "fuse panel
behind the instrument panel lower cover", as the owner's manual
describes its location. I know where the fuse panels under the hood
and under the dashboard are located but can't find the fuse panel with
fuses 22-24. Can anyone describe where this third fuse panel is
located?

Unless I'm mistaken, it's right beside the "main" fuse panel beneath
the dash; to the right and down a touch. You might have to actually
pull the lower panel to see it. IIRC the panel is held on with 5 or 6
sheetmetal screws. More troublesome putting it back than getting it
off, but not too horrible either way.

Those pesky power antennas aren't noted for their reliability, but one
of those Euro-look rubber-duckie style aftermarket antennas will fit
in with a little effort . . .
