97 outback high idle

I have a 97 outback, 2.5 motor manuel gearbox. When it gets cold out (
below 50f ) and you drive away with the car cold, the idle stays up
around 2000 rpm, if you sit for about 45 seconds or so it will slowly
come down, but even then some times it will hover around 1200 rpm.
 
My 2000 Forester (foot off pedal) idles at ~1800-2000rpm and when I tap the
pedal it drops to ~1200 for a minute or so. It's normal. ed

Same with my '98OBW.
