2019 Subaru Crosstrek Limited - Rusted Coolant Black Pipe

Hello Subaru Forums, I am a Subaru enthusiast from the late 90's. I now own a 2019 Subaru Crosstrek and while replacing the water pump and thermostat I noticed rust around a black pipe that appears to be a coolant pipe underneath the vehicle on the passenger side. I took the attached photos. Is this something I should be concerned about? If so how do I fix it?

That looks like a bad wielding job. I can't remember, but is the pipe metal, rub, or plastic?

It's metal and used as a coolant bypass.
