I have a 2015 forester basic model. I’ve had it since new. I recently lost use of my horn and the passenger side airbag indicator light is not working correctly .
My mechanic said I need a new clock spring. Quite costly. He also said I will need to replace the passenger seat.
Could the clock spring failure be connected to both issues?

I did this job on a '14 Forester after watching the youtube video. It took patience and dexterity yet is a DIY repair. In my case the horn & cruise control were affected, maybe something else but don't recall now. Per your mechanic, maybe the passenger seatbelt sensor is on the same circuit. The clockspring was $200 from online OEM supplier.

Could but not necessarily so.
Be careful servicing air bags is a tricky and dangerous business.

It can get expensive in a big hurry too.

Personally, I'd let the pros do it.
